Leeds City Council is one of the UK’s largest metropolitan authorities, serving a population of nearly 800,000. We manage a complex transport network across a diverse urban and suburban area, delivering safe, efficient, and sustainable traffic management solutions. Our work spans traffic signals, street works coordination, intelligent transport systems, and infrastructure maintenance, ensuring reliable journeys and supporting the city’s growth and net-zero ambitions.
What We Do
- Traffic Management & Signals: Operation and maintenance of approximately 700 signal-controlled junctions and crossings, ensuring network efficiency and safety.
- Variable Message Signs: Managing around 50 VMS units to provide real-time travel information and support incident management.
- Street Works Coordination: Leading permit schemes and inspections to minimise disruption and maintain compliance.
- ITS & Data-Driven Solutions: Using real-time monitoring, adaptive control, and journey-time analytics to improve network performance.
- Asset Management: Managing signing, lining, and highway infrastructure to maintain high standards across the city.
Innovation & Sustainability
- Investing in low-energy signal technology.
- Delivering innovative bus priority measures to improve public transport reliability and reduce congestion.
- Developing in-house UTMC tools to enhance network control and integrate emerging technologies.
- Using digital tools for asset condition monitoring and prioritised maintenance.
